Governor Pulaali’i Nikolao Pula has appointed Roy JD Hall Jr. as the Administrative Law Judge of American Samoa.
“Counsel Hall has distinguished himself through more than five decades of legal and public service…”, said the Governor in a May 22 memo.
This includes long standing private practice in American Samoa since 1974, service as Judge Pro Tempore of the District Court of American Samoa from 1989 to 2018, and his current role as Deputy Attorney General of American Samoa. His legal expertise covers civil, criminal, commercial, land and titles, workers’ compensation, maritime, aviation, and government litigation, as well as legislative drafting and constitutional and procedural practice before the Legislature.
Hall replaces former Administrative Law Judge Marie Ala’ilima who was appointed in 2017 by the Lolo Lemanu Administration. She was nominated for a second six year term in 2024 by then Governor Lemanu Peleti Mauga however the Senate twice rejected her nomination. She continued serving as ALJ until last year.
