The Department of Human and Social Services (DHSS) regrets to inform participants of the American Samoa Nutrition Assistance Program that Food Stamp benefits will be suspended until further notice. Starting November 3rd ASNAP will not be issuing food coupons for about 5,300, blind, elderly and disabled individuals until the federal shutdown is lifted or the US Department of Agriculture Food and Nutrition Service confirms that available funding may be used to issue benefits.
DHSS Director Panisia Neueli said in a press release, “Since the news of the federal government shutdown began circulating, DHSS remains steadfast in efforts to stay connected with its federal partners. This has become challenging as many of ou federal counterparts have been furloughed since October 1st.”
DHSS has requested further clarification and guidance since the recent notice issued by the U.S. Department of Agriculture, Food and Nutrition Service (USDA FNS) that “the well has run dry.” And, “at this time, there will be no benefits issued November 1.”
The American Samoa Nutrition Assistance Program (ASNAP) is a Nutrition Assistance Program (NAP) block grant. Although both are funded by the USDA FNS, SNAP and NAP are different programs. Moreover, the ASNAP is the only modified and simplified Food Stamp Program in the nation to benefit only low-income elderly, blind, and disabled individuals.
DHSS Director Panisia Neueli asks all ASNAP participants for your patience as DHSS navigates these challenges.
She said, “We continue to pray for our leaders so they can agree on equitable solutions soon so federal employees can provide for their families and federally funded programs and services can provide unfettered support and resources to all people, especially low-income families and children.”
