A familiar face on Saint Lucia’s construction scene is taking his skills to new heights. Veteran tradesman Douglas Morgan, a Saint Lucian with more than three decades of experience in heavy equipment operations, has officially earned international certification to operate the tower crane on the island’s landmark Halls of Justice Project.
Morgan, who has worked on some of the country’s major construction developments, completed a rigorous Tower Crane Safety and Operation programme on September 3, 2025. The training was facilitated by NH International (Caribbean) Ltd, the project’s main contractor, which brought in a certified trainer from overseas at no cost to him.
The company said the programme met global safety benchmarks, including ANSI/ASME B30.5 and OSHA 1910.176 and 1926 standards, ensuring Morgan’s qualification meets the same requirements used on large-scale construction projects worldwide.
“This investment ensures that our tower crane, a central element of the construction process, is in the hands of a highly trained, certified local professional,” said Rishi Koonoo, Project Manager for NH International.
“It also reflects our commitment to building local capacity while meeting the highest safety standards.”
Morgan is also widely respected in his community. He has been described as a “living legend” in construction circles and is recognised as a role model for younger tradesmen across Saint Lucia.
His certification, the company said, highlights NH International’s dual focus on cutting-edge safety practices and local workforce empowerment, ensuring that the Halls of Justice Project leaves a legacy not only in infrastructure but also in human capital development.
