Why wealthy investors are still choosing Portugal in 2026

While the country continues to attract record numbers of tourists, it is also drawing sustained interest from high-net-worth individuals (HNWIs) and international families seeking stability, opportunity and long-term security.

Amid mounting geopolitical tensions and economic unpredictability worldwide, Portugal has increasingly become the destination of choice for those looking to establish a strategic foothold in Europe, often as part of a broader ‘Plan B’ strategy.

Golden Visa remains a key attraction

Central to this appeal is the Portugal Golden Visa residency-by-investment scheme.

With a minimum investment of €500,000 into one or more eligible alternative investment funds, applicants secure visa-free travel across the 29 countries of the EU’s Schengen Area, alongside the flexibility to spend as much time as they wish in Portugal, subject to a minimum stay of just seven days per year.

The programme also provides a route to permanent residency and dual EU citizenship — and ultimately a second passport — once the qualifying residency period has been completed.

For non-tax residents, any potential gains on Golden Visa investments can also be realised tax-free.

The Golden Visa’s economic contribution has been significant. According to a recent report by the World Digital Foundation, the Golden Visa programme has channelled more than €9 billion into Portugal, generating an estimated €54 billion in wider economic impact.

Paul Stannard, chairman and founder of Portugal Pathways, said: “The Golden Visa was introduced to stimulate foreign investment and attract globally mobile talent.

“More than a decade later, its evolution shows that the programme’s real success lies in the ecosystem it has built: a globally trusted residency framework within the EU and Schengen zone, a magnet for internationally mobile professionals, and a generator of investment into productive sectors.

“The programme’s credibility has also enhanced Portugal’s global reputation as a ‘Switzerland South’ — a stable, transparent, and lifestyle-driven hub for high-net-worth individuals and family offices.”

Luxury property market maintains momentum

Beyond residency investment, Portugal’s luxury real estate market has continued its upward trajectory.

Figures from Statistics Portugal through its House Price Index (HPI) show that residential property values climbed by 17.7% year-on-year towards the close of 2025. Market expectations suggest this growth trend is set to continue throughout 2026.

Paul Stannard added: “These figures indicate steady momentum in values, reinforcing property’s role as a reliable store of value for homeowners and investors alike.

“We saw a significant uptick in demand for luxury real estate, especially new homes, in Portugal last year, and it already looks set to be another busy year in 2026.”

As international wealth continues to seek resilient, well-regulated jurisdictions offering lifestyle appeal and access to Europe, Portugal’s combination of investment opportunities, residency benefits and property growth ensures it remains firmly on the radar for globally mobile investors in 2026.
