The deadline for the suspension of authorisation for new registrations of local accommodation establishments (AL) was due to end on Friday, November 7, but, according to a decree from the Mayor of Lisbon, Carlos Moedas (PSD), it is “suspended” by virtue of the limited management regime of the bodies of local authorities and their holders.
According to Carlos Moedas, this regime is in effect “in light of the vicissitudes arising from the electoral process,” in which the local government bodies have not yet been installed nor have their respective elected officials taken office, following the recount of votes in a section of the parish of São Domingos de Benfica, a process that was concluded on Tuesday.
The effects of the suspension of this period on the Local Authorities are “from October 12, 2025, the date of the municipal elections, until the date of the inauguration of the new elected bodies,” says the order, signed on Monday, November 3.
“After the aforementioned inauguration, the counting of that suspension period will resume,” reads the document signed by Carlos Moedas, re-elected mayor of Lisbon in the elections of October 12.
With this decree, the suspension of the registration of new local accommodation establishments in Lisbon remains in effect, not ending on Friday, November 7th, and, from the date of the inauguration, the counting of the deadline resumes, adding the period not accounted for since the municipal elections, which already corresponds to more than three weeks.
Regarding the date of the inauguration of the newly elected bodies, a source from the Lisbon City Council told the Lusa news agency that it is expected to be next Tuesday, November 11th, noting that there is still no official confirmation.
Extension
On May 6th, the Lisbon Municipal Assembly approved the executive’s proposal to extend the suspension of new AL (Local Accommodation) licenses in the city for six months, as long as the municipality presents a ratio between permanent housing and those establishments “equal to or greater than 5%”.
A month before the October 12 elections, the Socialist Party (PS) in the Lisbon City Council proposed a vote on a motion to maintain the suspension of registrations for new short-term rental establishments, but the PSD/CDS-PP leadership rejected it, considering that “its legality may be compromised.”
“The suspension is in effect until November 7th, and all necessary procedures will be taken to ensure that this suspension remains in place until the approval of the proposed amendment to the Municipal Short-Term Rental Regulations,” the PSD/CDS-PP leadership told Lusa news agency on September 10th.
On the other hand, at that time, the PS argued that decisions needed to be made to guarantee that no new short-term rental licenses would be issued in the city in November, when the current suspension ends, accusing the PSD/CDS-PP administration of having failed.
On Tuesday, the PCP (Portuguese Communist Party) in the Lisbon City Council warned that “the city is on the verge of lifting this suspension” of Local Accommodation, which was in effect until November 7th, and stated that this is due “to the exclusive responsibility of the PSD/CDS/Moedas administration”.
In this sense, the communists argued that “it is urgent” to approve the new Municipal Regulation for Local Accommodation before the suspension period for AL registrations ends.
The Left Bloc (BE) also expressed this concern on Tuesday regarding the end of the suspension period for new registrations of short-term rental properties and stated that the only solution to prevent this explosion of licenses is to hold an extraordinary meeting this week of the Lisbon City Council and the Municipal Assembly.
