Speaker Czarzasty Urges Protests Outside the Sejm Against the President

On Wednesday, 17 December, the Sejm will hold a vote on President Karol Nawrocki’s veto of the so-called “chain law” – announced the Speaker of the Sejm, Włodzimierz Czarzasty. What makes the situation unprecedented is the fact that Czarzasty… is encouraging protests in front of the Sejm.

On Tuesday, President Karol Nawrocki announced that he had vetoed the amendment to the Animal Protection Act, which would ban keeping dogs on chains and introduce requirements for the kennels in which they are kept.

On Tuesday, justifying the veto of the so-called chain law, the president stressed that although the intention to protect animals is right and noble, in his view the law was poorly drafted. “Instead of solving problems, it created new ones, which could lead to worsening rather than improving the situation of animals. The proposed kennel standards for dogs were completely unrealistic. Kennels the size of studio apartments in big cities are absurd – it would hit farmers, breeders, and ordinary rural households,” he added. The president announced that he would submit his own proposal concerning, among other things, keeping dogs on chains, one that “will allow dogs to be taken off the chains.”

The Speaker of the Sejm calls for… a demonstration

On X, Włodzimierz Czarzasty announced that the vote on the veto concerning the “chain law” is planned for Wednesday, 17 December at 6 p.m. He emphasized that he supports all protest initiatives in front of the Sejm that day. Moreover, the Speaker responsible for the security of the Sejm… is encouraging demonstrations in front of the building. “Come!!! Let’s reject the chains!!!” – appealed the Speaker of the Sejm.

The Sejm can overturn the presidential veto by passing the law again with a 3/5 majority in the presence of at least half of all deputies – in the maximum scenario, assuming full attendance, this means gathering 276 votes to overturn the veto.

The December 13 Coalition recently failed to overturn the president’s veto of the cryptocurrency assets bill. The vote was lost by the Sejm majority because the required 3/5 threshold was not reached.
