President Nawrocki vetoes the crypto-assets bill: “It threatens the freedom of Poles”

President Karol Nawrocki has decided to veto the bill on the crypto-assets market. According to presidential spokesperson Rafał Leśkiewicz, the head of state concluded that the provisions pose a real threat to citizens’ freedom, their property, and the stability of the state.

The main reason for the veto is the set of provisions allowing the government to block websites of companies operating in the crypto-asset market. As the spokesperson emphasized, the regulations in this area are non-transparent and may lead to abuse. If a website is shut down, users lose access to their digital funds. The president noted that most EU countries use a simpler solution in the form of warning lists, which protect consumers without the need to block entire services.

Another objection to the bill is its excessive length. While the Czech Republic, Slovakia, and Hungary have implemented regulations consisting of only a few or several pages, the Polish regulation exceeds one hundred pages. According to the president, such over-regulation could push companies abroad, where business conditions are more favorable.

The third issue highlighted by the president concerns the level of supervisory fees. According to Nawrocki, the fees were set so high that they would prevent small companies and startups from developing, while favoring foreign corporations and banks. The president described this as “killing a competitive market” and as a threat to innovation.

“A legal dud instead of sensible regulation”

Presidential spokesperson Rafał Leśkiewicz stressed that the government had two years to prepare a bill compliant with the EU MiCA regulation governing the crypto-assets market. The result of its work, however, is—what Leśkiewicz called—a “legal dud” that harms Poles and Polish companies. The decision to veto the bill, he assured, was made responsibly, and the president will defend the economic security of Polish citizens.

In addition to the above veto, President Karol Nawrocki also signed four other bills today:

  1. The Act of 7 November 2025 amending the Road Traffic Law (Sejm print no. 1437).
  2. The Act of 7 November 2025 amending the Act on the Health Care Information System and the Act on Civil Protection and Civil Defense (Sejm print no. 1560).
  3. The Act of 7 November 2025 amending the Act on the Protection of Plants Against Pests and certain other acts (Sejm print no. 1561).
  4. The Act of 7 November 2025 amending the Act on Biocidal Products (Sejm print no. 1604).
