CEBU, Philippines – Along the downstream of Cebu’s Cotcot River, where families suffered heavy flooding during Typhoon Tino (Kalmaegi) in 2025, stands a flood control project with links to the country’s most controversial contractors — the Discayas.

A master plan made in 2017 reveals that the same project had left out a vital engineering design.
