Prime Minister Luis Galarreta announced that the Executive Branch will continue fostering the priority reforms for the country, regardless of whether Congress approves the request for delegated legislative powers.
“Peru is facing serious underlying problems that we have addressed since day one. If Parliament decides not to grant the delegation, the process will take longer, but we will still fulfill the commitments we have made and solve citizens’ problems,” he indicated.
In this regard, Galarreta explained that 66 matters are included in the request for delegated powers.
Nearly 60% are related to addressing El Niño phenomenon and strengthening citizen security, while the remainder is aimed at expediting solutions to various public management challenges.
“These are the usual powers requested by every incoming government. We are adding those related to El Niño phenomenon and citizen security because they address the current situation,” he pointed out.
Likewise, the government official said the Executive Branch is already working on drafting the legislative decrees that will be issued once the delegation of powers is approved, as well as on the bills that do not receive authorization from Parliament.
Reforms to strengthen security
The Prime Minister emphasized that citizen security is one of the Government’s main priorities.
In this context, he highlighted measures such as declaring a state of emergency in five highly dangerous prisons and the changes implemented at the National Penitentiary Institute (INPE).
These measures also include the construction of hangars to transport inmates imprisoned for failure to provide family support and the reassignment of 23 Peruvian National Police (PNP) generals.
“Our work on the changes that need to be implemented in the Police and the INPE is clearly defined. We are carrying out a rapid institutional transition,” Galarreta said.
He recalled that, since the first weeks of the administration, meetings have been held with the Judiciary, the Public Ministry (Prosecutor’s Office), and intelligence system representatives to identify the main bottlenecks in security.
In this regard, he said PNP General Commander Fredy Lopez has been directly tasked by President Keiko Fujimori with leading the institution’s restructuring process.
