The National Information and Communications Technology Authority (NICTA) of Papua New Guinea has announced the release of the Draft SIM Card Registration (Amendment and Consolidation) Regulation 2026 for public consultation. This initiative is being carried out under Sections 229 and 230 of the National Information and Communications Technology Act 2009, marking an important step in strengthening the country’s telecommunications framework.
Authorized by the acting CEO of NICTA Polume Lume, the proposed regulation seeks to update and consolidate the existing SIM Card Registration Regulation 2016. Key amendments include the integration of digital identity systems, enhanced identity verification processes, and stronger provisions for cybersecurity and data protection. These measures aim to ensure that SIM card registration is secure, reliable, and aligned with modern technological standards. Additionally, the draft introduces certification requirements for SIM registration agents, ensuring accountability and professionalism in the registration process. Recognizing the unique challenges faced in rural and remote areas, the regulation also outlines mechanisms for offline registration, making the process more accessible to communities across Papua New Guinea.
