Lotteries make money. Panamanians and foreigners love creating their own lotteries to earn money. Panamanians and foreigners must understand that competing against the Panama Government, developing their personal lotteries, can land them in jail. Another bill that criminalizes the illegal sale of lotteries throughout the country and establishes other provisions was presented by Representative Roberto Zúñiga, with penalties of up to eight years in prison for offenders. The technical document of the proposal establishes a scale of criminal and economic sanctions based on the severity of the illicit activity for those who organize, promote, sell, distribute or administer illegal lottery, with fines ranging from $500 to $5,000; and from 3 to 8 years in prison. An illegal lottery, to be clarified, is a lottery that is not sanctioned by the Panama Government.
