Tourism in North Korea is open to all people “regardless of nationality,” according to the law journal from the country’s most prestigious academic institution, even though the DPRK is currently closed to nearly every foreigner but Russians.

The assertion comes from an undated article published in the latest edition of the Journal of Kim Il Sung University in recent weeks, where an author identified as Kim Chol U writes that “anyone” can tour the DPRK “regardless of nationality, ethnicity, sex, age, political views or religious beliefs.”
