The Burmese Rohingya Organisation UK (BROUK) has formally petitioned the Argentinian judiciary to issue an international legal request asking Thai authorities to arrest and extradite Myanmar regime leader Min Aung Hlaing during his upcoming state visit to Bangkok on Aug. 6–7.
Min Aung Hlaing is visiting Thailand at the invitation of the Thai government. The legal motion by BROUK seeks to leverage international universal jurisdiction laws to hold the 2021 military coup leader accountable for genocide and crimes against humanity.
Urgent letter rogatory to Thai authorities
BROUK has requested that the Argentinian court send a formal letter rogatory—a judicial request for assistance between foreign courts—to the Ministry of Justice in Thailand.
While Thailand and Argentina do not maintain a bilateral extradition treaty, the petition cites Thailand’s Extradition Act B.E. 2551 (2008), which legally permits extradition in the absence of a treaty provided specific statutory criteria are met:
- Dual Criminality Threshold: The alleged crimes must constitute criminal offenses punishable by at least one year’s imprisonment under the laws of both countries.
- Applicability to Atrocity Crimes: Mass atrocities, including genocide and crimes against humanity, meet the gravity threshold established under Thai extradition law.
“Min Aung Hlaing is not only one of the chief architects of the genocide against the Rohingya, but has also led the violent repression of the people of Burma for years. He belongs in a jail cell, not posing for photo ops with government officials in Thailand… There is an opportunity to show that there is nowhere to hide for those who commit the worst crimes known to humanity,” stated Tun Khin, the President of the Burmese Rohingya Organisation UK (BROUK).
The Argentina universal jurisdiction case
The petition builds upon a landmark universal jurisdiction case initiated by BROUK in Buenos Aires, Argentina, in 2019.

In February 2025, an Argentinian federal court issued international arrest warrants for Min Aung Hlaing and senior military commanders for their roles in the decades-long campaign of violence against the Rohingya, including the 2016 and 2017 military operations in Arakan State that killed thousands and displaced over 700,000 people into Bangladesh
