Regime counteroffensive intensifies in central Myanmar ahead of 2025-26 election start date

Residents of Myingyan Township in Mandalay Region told DVB that at least eight regime troops were killed by the People’s Defence Force (PDF) during an attack on a military checkpoint at Lelthit village on the Mandalay-Myingyan-Tada-U road on Nov. 4. 

The Mandalay PDF told DVB that they have resorted to guerilla warfare attacks against regime forces in Myingyan, located 69 miles southwest (111 km) of Mandalay.

PDF members in Mandalay’s Madaya Township told DVB that the regime has retaken an undisclosed number of outposts in October after it claimed to have seized 35 regime outposts in Madaya in July 2024.

A regime counteroffensive in Singu Township, seized by the PDF in July 2024, has intensified after it recaptured Thabeikkyin Township on July 23. Madaya, Singu and Thabeikkyin are located 25-90 miles (40-144 km) north of Mandalay.

The regime’s Union Election Commission (UEC) has announced that elections scheduled to begin on Dec. 28 — with polls to continue into January 2026 — will not be held in Mandalay’s Natogyi, Singu, and Mogok townships because they are under resistance control. 

The Ta’ang National Liberation Army (TNLA) is set to withdraw its forces from Mogok on Nov. 20-25 as a part of its China-brokered ceasefire deal with the regime in Naypyidaw reached on Oct. 29. The PDF told DVB on Oct. 31 that it took over TNLA positions in Mogok. Mandalay Region has a total of 28 townships.

A resident of Wetlet Township in neighbouring Sagaing Region told DVB that at least 40 civilians were forcibly recruited by regime forces on Nov. 5. Around eight villages in Wetlet and Shwebo townships have been burnt down during a regime counteroffensive since Nov. 5, according to residents.

Wetlet and Shwebo are located 50-60 miles (80-96 km) northeast of the Sagaing Region capital Monywa. The UEC won’t hold its regime elections in 10 of Sagaing Region’s total 37 townships, including Wetlet.

The People’s Administration Team (PAT) under the National Unity Government (NUG) in Pauk Township, Magway Region, stated on Nov. 4 that around 12,000 residents across 19 villages have been displaced from their homes by a 500-strong regime column since Nov. 3. No casualties were reported.

Pauk is located 137 miles (220 km) north of the region’s capital Magway. The UEC said it won’t hold polls in five of Magway Region’s total 25 townships, including Pauk.
