The regime’s National Security Advisor and Minister for Ministry 1 of the President’s Office, Tin Aung San, received a Russian delegation led by the Secretary of the Security Council of the Russian Federation, Sergei Shoigu, in Naypyidaw on Monday.
A source close to Naypyidaw told DVB on the condition of anonymity that both regime leader Senior General Min Aung Hlaing and his deputy Soe Win have been absent from state functions since Jan. 27 – two days after the military’s 2025-26 elections concluded.
A political analyst told DVB on the condition of anonymity that the bi-annual National Defence and Security Council (NDSC) meeting has been held every six months since the military coup on Feb. 1, 2021 but didn’t take place on Sunday.
Min Aung Hlaing has chaired the NDSC meeting after assuming the role of acting president from Myint Swe, who was placed on medical leave in July 2024 and died over one year later in August 2025.
A resistance group calling itself Brave Warriors for Myanmar claimed that it had attacked the Central Regional Military Command (RMC), where Min Aung Hlaing was reportedly staying during his trip to Mandalay Region, on Jan. 27.
The regime leader’s last public appearance was with outgoing Thai Ambassador to Myanmar Mongkol Visitstump in Naypyidaw on Jan. 26, regime media reported. Min Aung Hlaing toured polling stations in Mandalay on the third and final phase of voting during the elections on Jan. 25.
The Senior General installed himself as regime leader after he ousted the National League for Democracy (NLD) government and has held State Counsellor Aung San Suu Kyi and President Win Myint in detention since Feb. 1, 2021.
