Palau is looking to Vanuatu for practical lessons on how to better coordinate climate and development funding, prioritize projects and ensure financing reaches initiatives that strengthen communities and national resilience.
KOROR, Palau — Palau is looking to strengthen how it organizes and manages climate and development financing after a six-member delegation traveled to Vanuatu for a peer learning exchange focused on turning national priorities into projects that benefit communities and strengthen resilience.
The delegation visited Port Vila from Aug. 4-6 to learn how Vanuatu coordinates climate and development projects among government agencies, communities and development partners.
The exchange was hosted by Vanuatu’s National Advisory Board Secretariat and Ministry of Climate Change, with support from the Climate Change and Sustainability Programme of the Pacific Community, or SPC.
For Palau, the workshop highlighted a practical challenge: Having national priorities and project ideas is only the first step. The country also needs systems to coordinate those priorities, match them with appropriate financing and ensure projects move effectively from planning to implementation.
Palau learned from Vanuatu’s experience in bringing government agencies and other stakeholders together, managing a national project pipeline, setting priorities and tracking progress.
The goal, however, is not to replicate Vanuatu’s system.
Instead, Palau plans to consider which lessons can be adapted to its own institutions, communities and development needs.
The exchange also underscored the importance of involving a broad range of stakeholders in decisions about climate and development finance, including government agencies, civil society organizations, communities, financial institutions and development partners.
Better coordination could help Palau reduce duplication, improve information-sharing and clarify responsibilities among institutions involved in developing and financing projects.
As an immediate follow-up to the exchange, Palau’s Office of Climate Change has prepared a Stakeholder and Leadership Brief and an accompanying Annex on Institutional Options.
The documents are intended to support consultations on how Palau can improve coordination while building on existing institutions and responsibilities.
Lessons from Vanuatu will also help inform the proposed BELAU READY initiative, which aims to strengthen Palau’s ability to translate national and community priorities into well-prepared projects capable of attracting and effectively using available financing.
The peer exchange reflects a broader effort to make climate and development financing more responsive to the needs of communities and more effective in supporting Palau’s long-term resilience.
