Summary:                                              The U.S. Mission in Majuro is seeking eligible and qualified applicants for the Public Engagement Assistant                                                                            position.

DUTIES:
The Public Engagement Specialist is the leading locally employed (LE) staff strategist/advisor responsible for the Mission’s Public Diplomacy (PD) engagement with established opinion leaders (EOL) and emerging voices (EV) audiences in the Republic of the Marshall Islands (“Marshall Islands”). The EOL audience sector includes influential individuals and institutions such as think tanks, syndicates, labor unions, professional associations, civil society organizations, prominent academics, and professional training institutions. The EV audience sector is primarily youth, minorities, and others who are able to influence Marshallese attitudes toward the United States using new, often digital, communication networks rather than prominent protocol positions or established institutions. Designs and recommends PD strategies to connect with EOL and EV audiences to build and sustain productive dialogue and promote an understanding of and support for U.S. policy. Plans, develops, coordinates, oversees, and evaluates projects and initiatives to engage EOL and EV subject matter experts and the audiences they reach.

QUALIFICATIONS AND EVALUATIONS:

All selected candidates must be able to obtain and hold a Public Trust security clearance. All Selected candidates will be subject to a background investigation and may be subject to a preemployment medical exam. Selected candidate must be able to begin working within a reasonable period of time (4 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Qualifications:
TO QUALIFY AT GRADE FSN-09:

 Option 1

EXPERIENCE: Four (4) years of experience is required, with communications, public engagement management, or education duties as integral aspects of the work. Prior experience in an international, academic, or governmental work environment is required.

EDUCATION: A university degree in Political Science, Economics, International Relations, Communications, American Studies, or local equivalent is required.

Option 2

EXPERIENCE: Six (6) years of experience is required, with communications, public engagement management, or education duties as integral aspects of the work. Prior experience in an international, academic, or governmental work environment is required.

EDUCATION: Two (2) years of college or university studies or related local equivalent is required.

Option 3

EXPERIENCE: Seven (7) years of experience is required, with communications, public engagement management, or education duties as integral aspects of the work. Prior experience in an international, academic, or governmental work environment is required.

EDUCATION: Secondary school or related local equivalent is required.

TO QUALIFY AT GRADE FSN-08:

EXPERIENCE: Three (3) years of experience is required, with communications, public engagement management, or education duties as integral aspects of the work. Prior experience in an international, academic, or governmental work environment is required.

EDUCATION: A university degree in Political Science, Economics, International Relations, Communications, American Studies, or local equivalent is required.

TO QUALIFY AT GRADE FSN-07:

EXPERIENCE: Two (2) years of experience is required, with communications, public engagement management, or education duties as integral aspects of the work. Prior experience in an international, academic, or governmental work environment is required.

EDUCATION: A university degree in Political Science, Economics, International Relations, Communications, American Studies, or local equivalent is required.

Language: 

  • Marshallese language: Level 4/ Fluent in reading, speaking, and writing is required. This may be tested.
  • English language: Level 4/ Fluent in reading, speaking, and writing is required. This may be tested.

Job Knowledge:
Must have knowledge of marketing techniques, market analysis and analytics, and customer service standards in the United States and the Marshall Islands; knowledge of trends in audience engagement; and an understanding of communications in the region and the international information environment as they affect the Marshall Islands. Comprehensive knowledge of the policy focus and positions of EOL institutions and experts is required. Must have general knowledge of project management, including defining project objectives, outcomes, and assessment methods.

Skills And Abilities:
Analytic Skills: Must have strong analytical skills. Must be able to identify, analyze, predict, and assess EV and EOL audience attitudes, evaluate the impact of projects, and modify approaches for the greatest outcomes. Must be able to perceive the emergence of new influencers and adjust operations and programming accordingly.

Communication and Interpersonal Skills: Must have excellent customer relations, interpersonal, and cross-cultural communication skills and be able to identify and engage key figures critical to shaping local public opinion. Must have excellent written and oral communication skills, including public speaking, interviewing for evaluation purposes, and writing reports and contributing materials for publication in English and Marshallese. Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures. Must be able to brief on a variety of issues and interpret between English and Marshallese for public programs.

Management Skills: Strong project management skills are required, including the ability to develop and oversee project budgets and to organize, run, and present projects such as seminars, digital video conferences, panel discussions, lectures, and professional and academic programs. Must be able to negotiate agreements with partner institutions and manage their fulfillment.

Technical Skills: Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures are required. Thorough, detailed knowledge of various computer software programs, specifically Microsoft Word and Excel, is required. Knowledge of and the ability to use social media and mobile platforms, photo and video sharing sites, and basic photo and video skills are all required. Must have good numerical skills to be able to develop and manage project and grant budgets.

ADDITIONAL EMPLOYMENT CONSIDERATIONS
The following apply to EFMs, USEFMs, and AEFMs only:

  • Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
  • Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.

The following apply to Locally Employed (LE) staff only:

  • Current employees serving a probationary period are not eligible.
