Ministry of Justice yet to get Malondera complaint

Ministry of Justice and Constitutional Affairs says it is yet to receive a copy of complaint by Parliament’s Public Accounts Committee (PAC) chairperson Steven Malondera against Anti-Corruption Bureau (ACB) acting director general Gabriel Chembezi.

Malondera is accusing Chembezi of attempting to interfere with PAC’s probe into the purchase of Amaryllis Hotel by the Public Service Pension Trust Fund. The complaint, dated April 22 2026, was addressed to ACB copied to several offices, including President Peter Mutharika and the ministry.

But the ministry and its agencies, namely the Directorate of Public Prosecutions (DPP) and Office of the Attorney General (AG) have said they did not receive it.

Ministry of Justice and Constitutional Affairs spokesperson Frank Namangale said in a written response yesterday that the ministry and its agencies could not comment on the matter because they were not served with a copy of the complaint.

“Please note that neither the Director of Public Prosecutions, the Attorney General, nor any other official at the Ministry of Justice and Constitutional Affairs received the complaint in question. Accordingly, we have no comment on the matter,” he said.

Police Inspector General Richard Luhanga, who was also copied, said Chembezi and the bureau were best placed to comment on the matter since the letter was addressed to them.

In a separate response through WhatsApp yesterday, AG Frank Mbeta said he was yet to receive a copy of the complaint hence he would not be able to comment.

Malondera did not respond to our questionnaire sent through WhatsApp and did not pick our telephone calls.

In his letter, Malondera alleged that Chembezi sought to influence the inquiry and clear his name, including through alleged blackmail and inducements.
