Luxembourg on Tuesday unveiled a national action plan to give more people across the country greater access to culture, following studies that said “structural barriers” hinder access to it for certain groups.
Culture Minister Eric Thill presented the plan, made-up of almost 100 measures, which include strengthening the presence of culture in school curricula and social initiatives such as the Kulturpass for students, refugees and low-income households.
“Additionally, targeted investments in pilot projects will help identify the most effective solutions before rolling them out on a larger scale,” the culture ministry said in a press release.
Three surveys conducted between 2023 and 2025 showed that despite Luxembourg having a rich, diverse, and high-quality cultural offering, “structural barriers persist and continue to hinder access to culture for certain groups.”
Strengthen the role of artists
The plan aims to strengthen the role of artists by promoting networking, increased visibility, and the development of adequate working infrastructures for them. The culture ministry also wants to spread out cultural centres across the country.
“Recent studies have highlighted a growing demand for a more decentralised cultural offering, closer to where people live,” the plan added.

The culture ministry wants to make culture in Luxembourg more inclusive by setting up things such as low-volume film screenings, simplified theatre productions and sensory theatre.
“The development of a diverse and inclusive cultural offering appears essential,” the plan said.
Train professionals
The plan will also assist and train culture professionals in areas such as inclusive hospitality and the management of sensitive situations.
“These recommendations aim to promote a culture accessible to all, based on a universal approach and co-created with the people and stakeholders concerned,” the plan said. “They are essential levers for strengthening cultural inclusion in Luxembourg and ensuring that every citizen has the opportunity to participate fully in cultural life.”
The culture ministry said it will implement the plan step-by-step between 2026 and 2030.
