Libyan Interior Ministry Discusses Border Security Systems with US Fir

The Tripoli based Libyan government reported yesterday that during his visit this week to the United States, Minister of Interior Major General Imad Trabelsi discussed the development of security inspection systems and the securing of entry points, borders, airports, and seaports with officials from Rapiscan Systems and S2 Global.

The meeting addressed state-of-the-art non-intrusive security screening technologies for vehicles, containers, cargo, luggage, and individuals, as well as systems for detecting explosives, narcotics, radioactive materials, and contraband. Discussions also covered X-ray image analysis and screening data management.

Furthermore, the parties discussed linking screening results with shipment information, operational data, and security databases. This integration aims to provide a comprehensive overview of inspection operations, support risk assessment, and identify cases requiring further scrutiny. It also allows for the adoption of either comprehensive screening or multi-stage, risk-based processes, thereby balancing security requirements with the smooth flow of trade and passenger traffic.

This meeting builds upon discussions held by representatives of the two companies during their visits to Tripoli—engagements spanning 14 months that covered technical, operational, and training aspects, while focusing on the needs of Libyan entry points and the potential for upgrading security screening systems.

The project aims to enhance oversight efficiency at air, land, and sea entry points, improve the early detection of contraband and hazardous materials, and combat smuggling. Additionally, it seeks to qualify and train national personnel, facilitate knowledge transfer, and develop operational and maintenance capabilities, thereby ensuring the system’s sustainability and reliance on Libyan expertise.

Keeping security & sovereign decision-making in hands of Libyan state institutions
The Tripoli government said these discussions are part of its drive to enhance the capabilities of border crossings and transition from traditional inspection methods to systems involving non-intrusive scanning, image and data analysis, and risk assessment—thereby bolstering border security and ensuring that security and sovereign decision-making remain in the hands of Libyan state institutions.
