The state oversight body, the Administrative Control Authority (ACA), reported last Wednesday (7 October) that the South Tripoli Court of First Instance convicted the former Minister of Water Resources for violating the law—specifically for negligence in safeguarding public funds and for securing benefits for others.
The ACA reported that he was sentenced to three years in prison for the charges, deprived of his civil rights for the duration of the sentence plus one year thereafter, and exempted from paying criminal court costs.
The ACA said he abused his official authority to secure benefits for others and caused financial loss to the state. He had concluded two contracts with companies via direct award without submitting them to the Tenders Committee for a competitive bidding process as required by law.
He had also authorized subsistence expenses despite no ministry meetings taking place at the hotel. Furthermore, he arranged hotel accommodation for 56 individuals who had no employment relationship with the ministry—costing 192,576 Libyan Dinars—and facilitated hotel services for another 19 individuals—costing 99,369.332 Libyan Dinars.
