A circular from the National University of Lesotho sets out the decisions of the 16th Council’s first special meeting, from active court cases to the end of the Registrar’s contract.
The National University of Lesotho has set out the NUL Council decisions taken at the first special meeting of its 16th Council, held on 20 July 2026. A circular to staff and students, signed by the acting Registrar, summarises resolutions on court cases, the suspended Pro-Vice-Chancellor’s investigation, the Registrar’s disciplinary process, the Registrar’s employment contract, and the appointment of bank signatories.
Court cases and the defence of the university’s interests
Council noted the progress and status of cases before the High Court, Court of Appeal and Labour Court. It reaffirmed its endorsement of management’s continued defence of the university’s legal, governance and institutional interests in all of these cases. Council directed that management’s actions continue to be guided by the university’s governance framework, applicable legal principles and professional legal advice.
NUL Council decisions on the PVC probe and Registrar’s hearing
On the substantive Pro-Vice-Chancellor, Council noted the progress report on the ongoing investigation. The office-holder is currently on precautionary suspension. Council encouraged management and the investigators to continue taking appropriate measures to protect the integrity of the investigation and to maintain the confidentiality of the process. It emphasised the need to ensure the safety and security of witnesses and all other persons involved.
On the substantive Registrar, Council noted the progress report on the disciplinary proceedings. It noted the dismissal of the preliminary constitutional objection by the disciplinary panel and the subsequent urgent High Court application. Council endorsed management’s continued defence of the university’s position in the proceedings. It emphasised the need to safeguard the integrity, fairness and consistency of the university’s disciplinary processes while protecting the institution’s long-term governance interests, and again stressed the safety and security of witnesses and all other persons involved.
Registrar’s contract and new bank signatories
Council noted that the Registrar’s fixed-term employment contract expires on 28 February 2027. In line with Ordinance 11 (2.1), it approved the issuance of the prescribed seven-month notice advising the Registrar that the contract will not be renewed.
The remaining NUL Council decisions concern the university’s banking arrangements. Council approved the Acting Pro-Vice-Chancellor and the Acting Registrar, upon appointment, as authorised signatories to all university bank and investment accounts. The existing mandate that any two authorised signatories must sign was maintained. Council extended the same signatory authority to the university’s electronic and online banking platforms and authorised management to make the necessary changes to the relevant banking mandates to keep business processes running.
