Lesotho Welcomes China’s Decision to Lift Wool Import Restrictions, Boosting Farmers and Export Recovery

The Government of Lesotho has welcomed the decision by the Government of the People’s Republic of China to officially lift temporary import restrictions on wool originating from Lesotho, describing it as a major breakthrough for farmers and the wider agricultural sector. The announcement comes after months of diplomatic engagement and technical discussions aimed at resolving trade barriers that had disrupted one of the country’s most important export industries. The decision is expected to restore confidence among wool producers and strengthen Lesotho’s position in international agricultural markets. Government officials have described the development as a timely intervention that will help stabilise rural incomes and support economic recovery. The move also signals improved trade cooperation between Lesotho and China at a critical time for the agricultural sector.

Government Spokesperson Mr. Boitelo Rabele confirmed the development in an interview, explaining that the lifting of restrictions follows sustained negotiations between the two governments. He noted that the restrictions were initially imposed due to concerns over a Foot-and-Mouth Disease outbreak, which affected livestock movement and disrupted wool exports. The situation created significant challenges for farmers who rely heavily on wool and mohair production as a primary source of income. According to Mr. Rabele, the restrictions not only halted exports to China but also caused delays in transit through South African ports. These disruptions resulted in wool consignments worth over M100 million being held up, creating financial pressure across the agricultural value chain.

Mr. Rabele emphasised that the lifting of the restrictions represents a positive turning point for the country’s wool industry and rural economy. He stated that wool consignments previously held at South African ports have now been released, allowing trade flows to resume. He also confirmed that payments to affected farmers have already started, bringing relief to many households that had experienced income delays. The spokesperson described the development as a restoration of confidence in Lesotho’s agricultural export systems. He further noted that the decision demonstrates the strength of diplomatic and trade relations between Lesotho and China, which continue to play a significant role in supporting economic cooperation.

The breakthrough was officially confirmed through a joint announcement by the General Administration of Customs of China and the Ministry of Agriculture and Rural Affairs of China on 26 May. This formal communication marked the end of the temporary import restrictions and cleared the way for the resumption of wool exports from Lesotho to the Chinese market. Government officials in Lesotho have highlighted the importance of this confirmation as a result of consistent technical engagement between both countries. Mr. Rabele explained that the resolution was not immediate but came after careful assessment of animal health standards and compliance requirements. The process reflected the importance of maintaining international standards while also protecting the livelihoods of farmers dependent on livestock production.

Mr. Rabele also expressed appreciation for the role played by the Embassy of the People’s Republic of China in Lesotho throughout the negotiations. He acknowledged the embassy’s cooperation and constructive engagement in facilitating communication between the two governments. He further commended wool and mohair producers’ associations for their patience and continued collaboration during the period of uncertainty. Officials from the Ministry of Agriculture, Food Security and Nutrition were also recognised for their efforts in addressing technical requirements and ensuring compliance with export standards. This coordinated response helped to resolve challenges and restore access to a key international market.

The Government of Lesotho reaffirmed its commitment to protecting the interests of Basotho farmers and strengthening agricultural trade relations. Mr. Rabele stated that efforts will continue to ensure compliance with international animal health regulations to avoid future disruptions. He also emphasised the importance of building resilient systems that support long-term stability in the agricultural export sector. The wool and mohair industry remains one of Lesotho’s most important economic sectors, providing income for thousands of rural households. It plays a central role in supporting livelihoods, particularly in mountainous regions where alternative economic opportunities are limited.

The lifting of wool import restrictions by China represents a significant milestone for Lesotho’s agricultural sector and rural economy. The decision restores access to a key export market and brings immediate relief to farmers who were affected by trade disruptions. It also reflects successful diplomatic engagement and cooperation between Lesotho and China in resolving complex trade and health-related challenges. With consignments released and payments underway, the wool industry is expected to regain stability and confidence in the months ahead. The development reinforces the importance of strong international partnerships in supporting sustainable agricultural growth and improving the livelihoods of Basotho farmers.
