Lesotho Ministry Introduces New Public Transport Pricing Model to Benefit Drivers and Passengers

The Minister of Public Works and Transport, Hon. Matjato Neo Moteane, pledged late in 2025 to review and improve the public transport pricing system for the Basotho people. Previously, fare adjustments relied on an outdated method that compared general economic conditions without considering the real costs faced by drivers. The Ministry recognized the need for a more accurate and transparent approach that balances the interests of motorists and passengers. This initiative aims to create a system that is fair, predictable, and reduces disputes over fare increases. By modernizing the pricing model, the Ministry seeks to strengthen trust and cooperation between transport operators and government authorities.

The process began with a detailed study conducted by a consultant who surveyed drivers across the country. The survey examined the operational costs of running public transport vehicles and gathered drivers’ views on previous fare adjustment methods. This research provided valuable insights into the financial realities of the transport sector and highlighted areas where the old pricing approach was insufficient. The findings formed the basis of a new framework designed to set fares more realistically, reflecting both drivers’ needs and passengers’ affordability.

Yesterday, the Ministry hosted a meeting with public transport drivers from three regions to present and discuss the new pricing model, known as the Lesotho Public Transport Pricing Model. The session included the Permanent Secretary, Ms. Ts’epang Koele, her deputies, and heads of the sub-districts. During the meeting, the Ministry shared the consultant’s report and invited drivers’ representatives to provide feedback. The discussions focused on practical steps to implement the model and ensure that fare adjustments are transparent and acceptable to all stakeholders.

One of the key advantages of this new approach is that fare lists will now be available to the public in a timely manner, reducing congestion at the Ministry and ensuring passengers have access to clear information. Drivers will also benefit from a structured system that accurately reflects operational costs, helping them plan and manage their businesses more efficiently. Importantly, the new model aims to minimize conflicts between the Ministry and motorists, creating a cooperative environment for future fare adjustments.

The introduction of the Lesotho Public Transport Pricing Model marks a significant step toward modernizing the sector and addressing long-standing challenges. By combining research, stakeholder engagement, and transparent communication, the Ministry is creating a framework that supports fair pricing, strengthens relationships between authorities and drivers, and ultimately improves service delivery for passengers across the country.
