Lesotho has commenced a capacity-building training programme aimed at testing and refining the State Parties Assessment Tool (SPAT) for more effective reporting on the implementation of the African Charter on Values and Principles of Public Service and Administration. The training is a key step toward strengthening accountability, transparency, and efficiency in public sector reporting.
Speaking on behalf of the Minister of Public Service, Honourable Tšeliso Mokhosi, an official highlighted that the programme promotes best practices in public service management. He said it enhances report writing and evaluation skills, equipping participants with the tools needed to produce accurate and comprehensive reports aligned with the Charter’s principles.
Meanwhile, the representative of the African Union Commission Department of Political Affairs, Peace and Security, Mr. Isaaka Garba Abdou, commended Lesotho for taking the lead in implementing the SPAT initiative. “This capacity-building seminar is a testament to the resolve of state parties to uphold the ideals of an efficient, transparent, and accountable public administration,” he said.
The training will give participants a deeper understanding of the Charter, the Reporting Guidelines, and the SPAT tool. It also aims to build capacity for consistent, evidence-based reporting that supports performance evaluation and policy improvement.
Through this exercise, Lesotho will assess the practicality and efficiency of the SPAT tool in real-world settings, identify potential challenges, and propose refinements before the tool is rolled out more widely across other African Union member states.
The initiative reflects Lesotho’s commitment to improving governance standards and contributing to continental efforts that promote excellence and integrity in public administration.
