Starting October 1, Kyrgyzstan’s Ministry of Justice will launch a new stage of digitalization in the notary sector, expanding the range of remote services available through the Electronic Notary mobile app. The initiative is aimed at improving access to notarial services, reducing queues at notary offices and moving toward paperless document management, the ministry’s press service reported.

Expansion of online services

Eight new services will be added to the platform from October 1. Another four are planned to be introduced on December 1. As a result, the number of services available remotely will reach 21, allowing up to one-third of all notarial actions in the country to be completed online.

Kyrgyz legislation allows remote processing of notarial actions that do not involve the transfer of ownership of real estate. Citizens will be able to complete documents using a smartphone, including while abroad. Digital documents will automatically appear in the personal account of the Electronic Notary app and in Tunduk mobile application.

Available documents and application process

As the functionality is expanded, citizens will be able to complete the following documents remotely:

• consent from parents, adoptive parents, guardians or trustees for a minor to travel outside Kyrgyzstan;
• consent to register at a place of residence;
• consent to obtain a passport;
• consent to acquire or renounce citizenship of Kyrgyzstan;
• power of attorney to obtain certificates and documents from the State Agency for Vehicle and Driver Registration, without the right to transfer ownership;
• power of attorney for customs clearance of cargo through the State Customs Service, without the right to transfer ownership;
• power of attorney to represent a person’s interests before government agencies;
• power of attorney to register a legal entity;
• power of attorney to obtain documents;
• power of attorney concerning inheritance;
• power of attorney to purchase housing;
• power of attorney to accept a gift;
• power of attorney to purchase a vehicle;
• statements of marital status;
• statements renouncing an inheritance in favor of other heirs.

The entire procedure has been moved online. It includes registering a personal account in the app, selecting a service, uploading documents, paying the state fee online, signing through the Unified Identification System (UIS) and receiving the completed document with the notary’s electronic signature.

Electronic documents obtained through the system have full legal force and are equivalent to paper originals.
