Member of Parliament of Kyrgyzstan Dastan Bekeshev stated that his bill to ban binary options stalled after the first reading due to the influence of organized crime groups on lawmakers.
According to the MP, he introduced the initiative in 2019, but its review dragged on for three years.
«It passed the first reading. It was blocked before the second reading could take place because organized crime groups influenced the deputies at the time,» Dastan Bekeshev said.
He did not name specific deputies or representatives of organized crime groups in his statement.
Dastan Bekeshev reported that the Budget Committee is now preparing to review a new bill banning binary options—initiated by the Cabinet of Ministers—in the first reading. The MP supports the ban but believes the proposed enforcement mechanism needs refinement.
According to him, the draft bill entails the Financial Supervision Service transferring information about binary options websites to the Prosecutor General’s Office. However, Bekeshev believes that simply blocking the sites is insufficient; it is also necessary to identify the bank accounts associated with these platforms so that financial institutions know where money transfers should not be sent.
A separate challenge involves crypto wallets. As the MP noted, virtual asset service providers cannot determine the owner of a specific wallet based solely on a registry of banned websites.
Dastan Bekeshev also urged authorities to pay attention to bloggers who advertise such platforms. According to the MP, they showcase examples of successful earnings on YouTube and TikTok, encouraging viewers to invest their money.
Dastan Bekeshev emphasized that people get drawn into such schemes not only due to a lack of financial literacy; they can also be swayed by the success stories of others and promises of quick returns. He announced his intention to propose amendments to the bill.
