The Teachers Service Commission (TSC) has a detailed checklist outlining the strict rules and questions that teachers must meet before being granted study leave.
The form sets strict timelines, documentation requirements, and vetting stages that determine whether the leave will be approved, rejected, or classified as paid or unpaid.
From providing proof of admission to pledging to return to work within 14 days after completing studies, the process leaves no room for shortcuts.
The move is aimed at ensuring transparency, accountability, and proper planning in teacher deployment during periods of professional advancement.
TSC Outlines Questions Teachers Must Answer Before Getting Study Leave
According to the guidelines, all applications for study leave must be received at the TSC headquarters at least 30 days before the commencement of studies.
The form must be filled out in triplicate—one original copy sent to the Commission and a duplicate to the applicant’s Head of Department.
Teachers are also required to attach a formal admission letter from the university, college, or institution they intend to join.
The form seeks to capture vital details from applicants, including their name, TSC number, department, designation, professional qualifications, date of first appointment, and details of any previous study leave.
Teachers must also state the course they intend to pursue, the name of the institution, the period of study leave requested, and their contact address during the study period.
Additionally, applicants must declare their terms of service—whether permanent and pensionable, on probation, temporary, or under contract.
At the same time, a teacher proceeding on study leave must sign a bond committing to serve the Commission after completing their studies
The bond is governed by a government circular (ref: OP.CAB39/4A) dated April 10, 2006, which requires teachers to either fulfill their post-study obligations or, if breached, redeem the bond in full.

Stages of Approval
Before approval, the application undergoes thorough vetting.
It must first be reviewed by the Division or Section Head, who confirms the number of officers already on study leave and recommends whether the new application should proceed.
The Head of Department then reviews the application and provides further recommendations.
Finally, the Vetting Committee determines whether the leave will be paid or unpaid and provides reasons for either approving or rejecting the request.

The Commission cautions that no teacher may leave their duty station without written approval from TSC.
Upon completing their studies, officers are expected to report back to duty within 14 days.
Any requests for an extension of study leave or a change in course or institution must be made to the Commission at least one month in advance.
TSC further notes that it reserves the right to post returning teachers to vacancies, ensuring continuity of learning while promoting career development.
