In a statement issued today, Saturday, the Ministry emphasized that “obtaining a formal Hajj permit is a fundamental prerequisite for performing the pilgrimage.” The Ministry urged everyone to comply with the instructions for this year’s Hajj season (1447 AH), cooperate with competent authorities to ensure the security and safety of the “Guests of Allah,” and promptly report any violators.

Strict Financial and Administrative Penalties
Saudi authorities have set a financial fine of 100,000 SAR for specific cases related to violating Hajj regulations. These stringent measures are part of the Ministry of Interior’s efforts to organize the pilgrimage season and guarantee the safety of pilgrims.

Key violations subject to the 100,000 SAR fine and administrative actions include:

Deportation and Re-entry Ban: Foreign residents found in violation will be deported to their home countries and barred from re-entering the Kingdom for a period of up to 10 years.

Sheltering and Harboring: Providing accommodation or “covering up” for holders of visit visas (of all types) in any residence, or assisting them in staying within Mecca or the Holy Sites (Al-Mashaer Al-Muqaddasa).

Visa Misuse: Applying for a “Visit Visa” for an individual who intends to or attempts to perform Hajj without an official permit.

Unauthorized Transportation: Transporting individuals holding visit visas with the intent of taking them to Mecca or the Holy Sites without a valid Hajj permit.
