Israel’s political-security cabinet (the Cabinet) has approved the establishment of a “Peace Council” in the Gaza Strip, granting it a special status as part of a broader plan that includes restoring basic services, delivering humanitarian aid, and building shelters in areas outside Hamas’ control.

The initiative is expected to begin in the city of Rafah and will also include the construction of temporary housing for Gaza residents.

Under the plan, Palestinians wishing to live in these areas will undergo strict security screening to verify that they have no affiliation with Hamas.

The proposal also states that the designated area would become the first part of Gaza to be administered by a Palestinian technocratic government, backed by a multinational security force currently being assembled with personnel from several countries.

The cabinet further approved granting immunity to the international security force that would operate in areas located beyond the so-called “Yellow Line” in the Gaza Strip territory outside the control of the Israeli military.

The proposed international stabilization force is part of a U.S.-backed plan for Gaza that was first introduced in October of last year.
