Madrid brings back passport controls for Italian arrivals after Rome refuses to ease its own rules, sparking a sharp diplomatic clash at the height of the holiday season.

Spain has moved against Italy by bringing back passport checks for anyone flying or sailing in from Italian territory.

The decision was announced at midnight after Rome refused to drop its own controls on Spanish citizens. What started as a dispute over the recent migrant surge in Ceuta has turned into a diplomatic row in the middle of the
holiday season.

Madrid says Italy acted rashly and misunderstood Ceuta’s status in the Schengen system. Officials insist the migrants who entered the enclave last week cannot simply move on into mainland Europe. They accuse Rome of causinh needless disruption for thousands of travellers.

The new checks will hit the busiest airports in Madrid, Barcelona, Málaga, Sevilla, València, Alicante, Palma and Eivissa, along with major cruise ports. Spain says the controls will stay in place until 7 September unless the situation improves.

Spanish ministers have been blunt. They point out that Italy has recorded the highest number of irregular crossings in recent years, often twice Spain’s figures according to Frontex. They also note that Spain has repeatedly helped Italy by taking migrants from Lampedusa and opening its ports to rescue ships. Their message is that solidarity has
limits.

Rome did not expect Spain to retaliate. Italian officials said they would not accept ultimatums or outside pressure, though they still described Spain as a friendly nation.

They hinted at reviewing their own controls on 15 August, which briefly raised hopes of a climbdown, but those hopes faded once Madrid pressed ahead.

The tone between the two capitals has hardened. Both say they want cooperation, yet each is now trading firm lines on borders, responsibility and migration pressure. It is the kind of summer row that could blow over quickly or drag on, depending on who gives way first.
