The second phase of the Census 2027 process has commenced in the snow-bound and remote revenue villages of Chamoli district. Residents of these villages can complete the self-enumeration process online from the comfort of their homes between August 17 and August 31, 2026. Subsequently, from September 1 to September 30, enumerators and supervisors will conduct door-to-door visits to complete mapping and census-related tasks. A revision process will be carried out from October 1 to October 5, 2026. District Magistrate and District Census Officer Gaurav Kumar stated at a press conference held at the district auditorium that a total of 25 snow-bound villages have been identified in Chamoli district. These include Niti, Gamshali, Bampa, Farkiya, Guruguti, Mehargaon, Kailashpur, Malari, Kosha, Jhelam, Dronagiri, Garpak, Kaga-Laga-Dronagiri, Lamtoli, Jumma, Revel, Chak, Kurkuti, Tolma, Mana, Bhyundar, Bamni, Badrinath, Khiro, and Odh-Hanuman Chatti in the Jyotirmath Tehsil. Additionally, Rudranath and Pangarvasa-Kanchula Khark in the Chamoli Tehsil are included in the list of snow-bound villages.
He explained that most families in these villages migrate to lower-altitude areas during the winter season, spanning from November to April. According to the available records, the number of registered families is as follows: Niti (29), Gamshali (108), Bampa (60), Farkiya (41), Guruguti (101), Mehargaon (43), Kailashpur (35), Malari (400), Kosha (71), Jhelam (81), Dronagiri (31), Garpak (11), Kaga-Laga-Dronagiri (26), Jumma (62), Tolma (74), Mana (558), Bhyundar (11), Bamni (508), Badrinath (342), Khiro (30), and Odh-Hanuman Chatti (55). Meanwhile, Lamtoli Revel Chak Kurkuti falls under the ‘non-settlement’ category, while Rudranath and Pangarvasa Kanchula Khark are classified as ‘uninhabited’. The District Magistrate stated that residents of snowbound villages can conduct a self-enumeration via the https://se-snowbound.census.gov.in portal.
Users will need to personally enter information regarding approximately 40 simple questions on the portal. It is essential to safely preserve the code number generated upon completion of the self-enumeration. This code can be provided to the enumerators when they visit households between September 1 and September 30. This will facilitate a smoother and faster completion of the census process. The District Magistrate urged residents of all snowbound villages to complete the self-enumeration within the stipulated timeframe. He noted that movement and the availability of families in remote, snowbound areas are challenging during the winter season; thus, the self-enumeration facility is highly beneficial for citizens and will assist in completing the census work in a timely and organized manner. It is worth noting that during the first phase of Census-2027, the process of house listing and self-enumeration of houses via the portal was conducted from April 10 to April 24, 2026. Subsequently, house listing work was carried out by enumerators from April 25 to May 24, 2026. A total of 1,469 census blocks were created in Chamoli district for this phase, with the work completed entirely by 814 enumerators, 145 supervisors, and 24 charge officers.
