Agartala: Tipra Motha Party founder Pradyot Bikram Manikya Debbarma on Friday warned he would take legal action against the Tripura government, claiming that certain areas under the Tripura Tribal Areas Autonomous District Council (TTAADC) are being unlawfully converted into a Nagar Panchayat.
The statement followed his visit to Bishramganj in Sepahijala district, where he met with local officials to discuss the ongoing demarcation and proposed conversion of TTAADC lands in connection with the Bishramganj Nagar Panchayat.
Debbarma was joined by TTAADC Chief Executive Member Purna Chandra Jamatia, former Chief Executive Officer CK Jamatia, and other party leaders.
The meetings included district officials such as SDM Bishramganj Binky Saha, who also serves as the Executive Officer of the Bishramganj Nagar Panchayat.
The key issue discussed in the meetings was a government notification transferring council land to a Nagar Panchayat. Debbarma stated that he intends to challenge this move legally, questioning the administration’s justification.
“The administration cannot simply convert council land into a Nagar Panchayat. Claiming that holding elections in 2024 makes it valid is not acceptable,” Debbarma said. He added that while the government is relying on old mouja records and past polls, TIPRA Motha has official maps clearly marking TTAADC boundaries.
Describing the government’s action as an “unlawful takeover,” he stressed that elections cannot be used to validate changes that violate tribal land rights. Clarifying his stance, Debbarma said he does not oppose the concept of Nagar Panchayats itself, but the law does not allow district council areas to be reclassified without proper procedure.
Tribal representatives argue that this issue highlights broader concerns about land rights and the Sixth Schedule, which safeguards tribal autonomy. They insist that any reclassification without legal compliance and community consultation undermines constitutional protections.
Debbarma said that tribal council laws do not allow Nagar Panchayats to be set up within TTAADC areas, and vice versa.
He also stated his commitment to protecting tribal rights. The upcoming legal challenge could test the limits of government authority and tribal self-governance in Tripura.
