Following a reduction in pollution levels in Delhi-NCR, restrictions related to GRAP-3 have been lifted

Due to a decline in pollution levels in Delhi-NCR and favorable weather conditions, the Commission for Air Quality Management has decided to lift the GRAP-3 restrictions with immediate effect. On January 2, 2026, Delhi’s AQI improved to 236, following which the restrictions on construction activities imposed under the ‘severe’ category were revoked. However, the commission clarified that sites that were specifically ordered to be shut down due to violations of regulations will not be allowed to resume work without permission.

Even though Stage-III has been lifted, the measures and restrictions under GRAP Stages I and II will remain in effect, considering the winter season and prevailing wind conditions. The commission has directed all concerned agencies to remain vigilant and ensure strict monitoring as per the revised schedule to prevent pollution levels from reaching the ‘severe’ category again.

What is GRAP?

The Graded Response Action Plan (GRAP) is implemented when air pollution levels rise. The first stage of GRAP is for an AQI between 201 and 300. The second stage is for an AQI between 301 and 400. The third stage is for an AQI between 401 and 450. If the AQI exceeds 450, GRAP-4 is implemented. However, its implementation is solely at the discretion of the government. It is not implemented until a government order is issued. It involves various restrictions.
