Alleging that the amount of ethanol being blended into petrol was, in many cases, higher than the specified limit, Leader of Opposition in the Lok Sabha Rahul Gandhi on Saturday (November 7, 2026) cited a report by the Karnataka government’s Department of Food, Civil Supplies, Consumer Affairs and Legal Metrology, saying that 11 out of 14 samples tested by the State government contained more than 20% ethanol.

“E20 turned into 420 — stealing petrol from the public’s cars,” Mr. Gandhi said in a social media post. E20 is the ethanol-petrol blend, which is supposed to have only 20% ethanol, that is available in petrol pumps across the country.

The Centre has rejected Mr. Gandhi’s allegations and questioned the sampling method used in the Karnataka government report.

– IOCL, HPCL, BPCL, Nayara, Shell –

‘Exceeding the limit’

The Congress leader said the Karnataka government collected petrol samples from seven districts and had them tested at an accredited lab. “Look at the results — 11 out of 14 samples contained more than 20% ethanol, 31.2% at Indian Oil Corporation (IOC) Limited, 30.5% at Hindustan Petroleum Corporation Limited (HPCL), Bharat Petroleum Corporation Limited (BPCL), Nayara, Shell — whether government-owned or private — all exceeded the limit and the companies’ own labs didn’t even report the ethanol content,” Mr. Gandhi said in his post.

“In other words, you’re paying for expensive petrol, but ethanol is being pumped into your tank. Who loses out? You,” he claimed, saying that cars were not built to handle that much ethanol and that this would lead to lower mileage, repeated trips to the mechanic. “A car you bought with such enthusiasm is being ruined,” he said. He added that there were no signs at filling stations telling customers what is being put in their tanks — “no choice at all”.

He demanded an answer from Prime Minister Narendra Modi. “Mr. Modi, tell us — what’s being put in the country’s tank? How much ethanol is actually in the petrol? When will action be taken against companies mixing in more than 20%? And the challenge to debate still stands. We’ll add this issue too — who is actually benefiting from your policies?” Mr. Gandhi asked.

Centre counters

The Ministry of Petroleum and Natural Gas, in a press note, said the three public sector Oil Marketing Companies (OMCs) — IOCL, BPCL, and HPCL — have clarified that the claims, as reported, are not supported by testing conducted in accordance with the prescribed statutory and technical procedures.

“E20 petrol supplied by the three OMCs across the country, including Karnataka, conforms to IS 17021, the Bureau of Indian Standards specification for ethanol-blended motor gasoline,” the release said.

“They have also raised concerns regarding the sampling procedure and testing methodology adopted for the October 2026 exercise,” it added.

The Ministry also questioned the sampling method used by the Karnataka government. “The Motor Spirit and High Speed Diesel (Regulation of Supply, Distribution and Prevention of Malpractices) Order, 2005, issued under the Essential Commodities Act, 1955, read with the Marketing Discipline Guidelines (MDG) 2024, prescribes a defined procedure for sampling, retention, testing and communication of results,” it said.

“The prescribed procedure requires six one-litre samples to be drawn, with two samples handed over to the dealer against acknowledgement, two retained by the oil company or department, and two sent to a laboratory specified under Schedule III of the Control Order or notified in the Official Gazette,” the Ministry said.
