The Uttarakhand Cabinet meeting has concluded. Fifteen proposals were approved during the meeting held today, Friday, August 7, under the chairmanship of Chief Minister Pushkar Singh Dhami. Notably, individuals from the general category will now also be able to avail the benefits of the state’s cattle-farming scheme. Additionally, a significant decision regarding wage payments for workers has been taken.

Approval of 15 proposals in the Uttarakhand Cabinet meeting: To boost tourism and leverage medicinal herbs found in forest areas, amendments may be made to the high-powered committee constituted under the chairmanship of the Chief Secretary. Furthermore, the Cabinet has approved the Uttarakhand Wage Code Rules. This move ensures the protection of the interests of workers in both organized and unorganized sectors. Wages must be paid by the 7th of every month, and equal pay for equal work will be ensured for both male and female workers.

Key decisions of Uttarakhand Cabinet meeting on August 7, 2026

The Cabinet approved a proposal to transfer approximately 30 hectares of land—out of the 73 hectares of available forest land in the Lamachaur area of ​​Haldwani—for the construction of the High Court complex.

Expanding the scope of the state-sector cattle farming scheme, the Cabinet decided to include livestock owners from the general category as well. Beneficiaries will now have the option to purchase buffaloes in addition to cows. The unit cost per animal has been raised from ₹40,000 to ₹60,000. Beneficiaries from Scheduled Castes and Scheduled Tribes will receive a subsidy of up to 90%, while those from the general category will receive up to 60%. This initiative is expected to benefit approximately 2,128 livestock owners in the first year and contribute to strengthening the rural economy, promoting self-employment, and curbing migration.

The Cabinet decided to implement the Uttarakhand Code on Wages Rules, 2026, under the Code on Wages, 2019. Key provisions include minimum wages, double payment for overtime, salary disbursement by the seventh of every month, digital payments, and equal pay for men and women for equal work.

A decision was taken to implement the operational rules for hostels managed by the Social Welfare Department. This will ensure a better academic environment, accommodation, food, and facilities for the holistic development of meritorious students belonging to Scheduled Castes and Scheduled Tribes.

The composition of the High-Powered Committee (HPC) constituted to promote eco-tourism was amended. By including senior Forest Department officials in the committee, efforts to strengthen environmental conservation, medicinal plant management, waste control, and coordination with local communities will be bolstered.

It was decided to promulgate an ordinance to amend the Uttarakhand Goods and Services Tax Act, 2017, in line with amendments made by the Central Government, ensuring the state’s tax system remains updated and aligned with national laws.

To ensure the smooth functioning of the Uttarakhand State Sports University in Gaulapar (Haldwani), approval was granted for 122 regular posts, alongside the sanctioning of necessary technical and support staff positions through an outsourcing arrangement. This will provide players with access to modern sports facilities and quality training.

Keeping in mind the interests of the Scheduled Caste community of Bengali origin in the Dineshpur and Shakti Farm areas, it was decided to nominate individuals from the same community to the posts of Vice-Chairman and members of the assistance fund’s steering committee.

In compliance with Supreme Court directives, the Uttarakhand Cooperative Societies Rules, 2004, will be amended to remove discriminatory provisions related to leprosy and replace them with provisions regarding mental disability, as mandated by the Court.

It was decided to implement the Government of India’s prescribed protocol within the state for the commissioning of rural drinking water schemes and their subsequent transfer to Gram Panchayats and Village Water and Sanitation Committees.

With the implementation of the Uttarakhand Forest Development Corporation Service (Amendment) Regulations, 2026, a provision for a 100-mark written examination for ‘Scaler’ posts has been introduced; this will make the recruitment process more transparent and aligned with the Commission’s selection system.

A decision was taken to sign a Memorandum of Understanding (MoU) between the governments of Uttar Pradesh and Uttarakhand to extend the Ganga Expressway from Meerut to Haridwar. This initiative will provide fresh impetus to religious tourism, industrial investment, trade, and employment.

The Cabinet decided to implement the Uttarakhand Industrial Relations Rules, 2026, under the Industrial Relations Code, 2020. These rules incorporate significant provisions such as the time-bound resolution of industrial disputes, recognition of trade unions, constitution of grievance redressal committees, clear procedures for strikes and lockouts, and the establishment of a worker re-skilling fund.
