TAMCC Council update on negotiations with Grenada Public Workers’ Union

The T A Marryshow Community College (TAMCC) Council has issued a statement to update the Grenadian public on the status of its negotiations, particularly with the Grenada Public Workers’ Union (GPWU).

Key points:

  1. When the current council took office in August 2022, TAMCC faced strained industrial relations. The council quickly restored stability, resolving disputes and awarding salary increases totalling over EC$12.3 million to all TAMCC employees for the years 2017-2024
  2. To improve long-term industrial harmony, the council invited the GUT and GPWU to negotiate TAMCC-specific Collective Bargaining Agreements (CBAs), rather than relying on agreements designed for the wider public and teaching services that, over the years, were extended to TAMCC. This is significant, since it is the first time that TAMCC will be having its own CBAs
  3. After several months of negotiations, CBAs for 2025 and 2026–2028 were developed and submitted to the TAMCC Council by the TAMCC Negotiating Team. The TAMCC Council considered the CBAs and they were then submitted to Cabinet for its consideration. Cabinet has since requested additional dialogue among the parties (TAMCC and the Unions), expressing concern on a particular matter before the process is finalised. Cabinet’s position was communicated to the Unions, and TAMCC Council requested further engagement and dialogue to discuss the way forward
  4. The GPWU wrote on 26 November 2025, demanding that the CBA be formally signed by 3 December and that retroactive salary payments and increases be paid by specific dates in December
  5. The council responded on 28 November, reminding the GPWU that its president had previously agreed (in writing, on 10 September 2025) to a 3-step process involving (i) TAMCC Negotiating Team, (ii) TAMCC Council, and (iii) Cabinet approval before the CBA could be signed and ratified before the Labour Commissioner

This is the contents of the letter signed by the GPWU President on 10 September 2025: “We the undersigned – (Learrie Barry, Chair, TAMCC Negotiating Team and Daisy Hazzard, President General, PWU) have concluded negotiations for the captioned collective agreement for the period 2025-2028 to be submitted to TAMCC Council for consideration and final approval by Cabinet and the Government of Grenada.

  1. In a conciliatory spirit, the council has proposed meeting dates with the GPWU and has reaffirmed the need for compromise to arrive at a mutually agreeable resolution
  2. TAMCC has also updated its employees about the process, through an open letter from the Council Chair, reassuring employees of its commitment to resolving the matter in the interest of the college and the country as a whole
