Status of cannabis decriminalisation in Grenada

The Cannabis Secretariat of the Ministry of Agriculture, Lands and Forestry, advises that the Drug Abuse (Prevention and Control) (Amendment) Bill 2026 has been passed in both Houses of Parliament.

The public is however notified that the decriminalisation provisions are not yet in force and will take legal effect only upon formal announcement.

The approved Bill will now go before the Governor General for assent. Once the Governor General assents and signs the Bill, it becomes an Act of Parliament and is officially a law. The law will come into force when it is published in the official Government Gazette or on a specified date.

The Bill introduces Phase One of the decriminalisation of cannabis in Grenada, permitting approved religious, medicinal and scientific use; limited possession for adults aged 21 and over; registered household cultivation; and strengthens protections for children and young persons through mandatory rehabilitative responses.

The Bill specifically restricts public use of cannabis, and the use near schools; and provides for the expungement of minor past cannabis convictions. Phase Two of the decriminalisation process will see the drafting of a regulatory and administrative framework for the development of the cannabis industry in Grenada.

Until the legislation is formally brought into operation, all existing cannabis laws remain fully applicable and enforceable.

The Government will issue an official public notice when the Act comes into force and when the new rules take legal effect.
