Prime Minister Dickon Mitchell, who is responsible for the Planning and Development Authority (PDA), has approved a General Development Order giving permission to Rayneau Group of Companies to construct a jetty at Woodford Bay and an asphalt plant at Woodford village in St John.

Published in the 24 December 2025 Government Gazette, the General Development Order was approved by the Prime Minister Mitchell on 22 December, subsequent to approval by Marlon Joseph, Executive Secretary PDA, and Allen Gilbert, Chief Executive Officer PDA, on 17 December 2025.

According to the Government Gazette, the conditions of the development order for the Jetty are:

  1. Design and specifications to be submitted and agreed on with the PDA prior to commencement
  2. That the Authority shall be notified in writing of the date on which the engineering operation to which permission refers is to commence
  3. The developer shall prepare and submit to the PDA an Environmental and Social Management and Monitoring Plan (ESMMP) which must address and mitigate every critical environmental and social issue for each proposed phase of the project
  4. The developer shall allow the PDA to freely conduct continuous periodic monitoring by a Compliance Officer to ensure that the construction is done in compliance with the design, specifications and in accordance with environmental and social safeguards

For the construction of the asphalt plant, the Order states

  1. Its Design and specifications to be in accordance with the application # SJ25 AP/1671, which is not dated but was submitted to the Authority on 25th July 2025, or base on requested modifications made by the PDA prior to or during construction
  2. That the Authority shall be notified in writing of the date on which the project to which permission refers is to commence
  3. The developer shall prepare and submit to the PDA an Environmental and Social Management and Monitoring Plan (ESMMP), which must address and mitigate every critical environmental and social issue for each proposed phase of the project, and shall consider the following:
    • Air Quality and Dust Control
    • Noise and Vibration Management
    • Surface Run-Off and Wastewater Management
    • Solid and Hazardous Waste Management
    • Marine and Coastal Protection
    • Occupational Health and Safety
    • Community Health, Safety, and Social Well-Being
    • Emergency Preparedness
  4. No untreated waste of any type is to be disposed of into any water course, including drains, ravines and the surrounding environment
  5. The Developer shall ensure that during the site preparation phase, the construction phase and the operations phase, that all necessary precautions are taken to prevent any earth, silt, gravel or other nuisance or inconvenience to any adjoining nearby residence, premises or to any user of any nearby road
  6. The developer shall allow the PDA to freely conduct continuous periodic monitoring by a Compliance Officer to ensure that the construction is done in compliance with the design, specifications and in accordance with environmental and social safeguards (ESMMP)

“This General Development Order shall supersede any previous application received or decision made by the PDA relating to these developments,” said the Order, which states that the monitoring fee and frequency for both projects are to be agreed upon between Rayneau and PDA prior to commencement.
