The Government of Grenada continues to advance its commitment to building a resilient, digitally connected nation through its participation in the Regional Cell Broadcast Emergency Warning System (CB-EWS) Project, an important Eastern Caribbean initiative aimed at strengthening public safety and disaster preparedness through modern telecommunications technology.
As part of the project, Grenada co-hosted the Regional Cell Broadcast Emergency Warning System Validation Workshop on 9–10 June 2026, bringing together representatives from Grenada, Dominica, St Lucia, St Kitts and Nevis, and St Vincent and the Grenadines, alongside regional organisations and international technical experts.
The workshop was officially opened by the Minister for Digital Transformation Hon. Ron Redhead who welcomed participants to Grenada and reaffirmed the Government’s commitment to leveraging digital technologies to improve public services, strengthen national resilience, and safeguard lives and property.
The regional initiative is being implemented by the International Telecommunication Union (ITU) and the World Bank, with regional coordination provided by the Caribbean Telecommunications Union (CTU). It forms part of the ITU’s contribution to the global Early Warnings for All (EW4All) initiative, which seeks to ensure that every person is protected by effective multi-hazard early warning systems.
The Validation Workshop provided an opportunity for participating countries to review and validate the proposed technical, regulatory and operational framework for implementing a regional Cell Broadcast Emergency Warning System while ensuring that each country retains full authority over its national emergency alerting processes.
Cell Broadcast is internationally recognised as one of the fastest and most reliable methods of delivering emergency warnings to the public. Unlike traditional SMS messages, Cell Broadcast technology transmits alerts simultaneously to all compatible mobile phones connected to cellular towers within a specified geographic area. Because the technology broadcasts directly from the mobile network, emergency messages can be delivered within seconds—even when networks become congested during disasters.
The system is designed to provide rapid warnings for hurricanes, tsunamis, earthquakes, volcanic eruptions, floods, hazardous material incidents, public safety emergencies and other threats requiring immediate public action. Importantly, Cell Broadcast messages do not require users to subscribe to a service, download an application or register their telephone numbers. The technology also protects user privacy, as it does not collect or process personal information such as mobile numbers, subscriber identities or location data.
Another important feature is that alerts are geographically targeted. Only persons located within an affected area receive the warning, allowing emergency authorities to provide accurate, timely and location-specific information while avoiding unnecessary alarm in unaffected communities. The system can also reach visitors and tourists whose mobile devices are connected to local cellular networks, regardless of their country of origin.
Discussions during the workshop reaffirmed strong regional support for the initiative while identifying several important principles that will guide implementation.
Participants agreed that the authority to issue emergency alerts should remain with each country’s designated national emergency management authority, consistent with existing legislation and institutional responsibilities. While regional coordination mechanisms will be developed for hazards affecting multiple countries, the responsibility for authorising alerts will remain a national function.
Representatives of the National Telecommunications Regulatory Commissions also emphasised the importance of ensuring that the system is secure, resilient and based on open international standards. Particular attention was given to cybersecurity safeguards, strong authentication mechanisms, clearly defined operational procedures, and vendor-neutral technologies that will prevent dependence on proprietary systems while ensuring long-term interoperability between participating countries.
The workshop also considered issues relating to long-term sustainability, operational funding, hosting arrangements, regulatory readiness and alignment with emerging data protection legislation across the region.
For Grenada, the Cell Broadcast Emergency Warning System represents another significant milestone in the country’s ongoing Digital Transformation Agenda. The initiative demonstrates how digital technologies can be applied not only to improve government services and economic development but also to strengthen national resilience and protect lives during emergencies.
The project complements Grenada’s broader programme of digital transformation, which includes expanding resilient broadband infrastructure, strengthening national cybersecurity capabilities, modernising digital government services, implementing digital identity systems, enhancing critical communications infrastructure, improving disaster risk management, and building a secure and inclusive digital economy.
Recent events, including Hurricane Beryl and other natural hazards affecting the Caribbean, have reinforced the importance of resilient communications infrastructure capable of reaching citizens quickly during times of crisis. The Cell Broadcast Emergency Warning System will become an important component of Grenada’s national resilience framework, ensuring that residents and visitors alike can receive timely, trusted and actionable emergency information whenever lives may be at risk.
The next phase of the project will involve detailed technical, legal, regulatory and operational assessments within each participating country. National Telecommunications Regulatory Commissions will continue to work with National Disaster Management Offices, governments, mobile network operators and regional partners to finalise the system design and implementation arrangements.
