Governor-General Her Excellency Dame Cecile La Grenade has assented to the Drug Abuse (Prevention and Control Amendment) Act, 2026, marking a historic milestone in Grenada’s cannabis reform.
The announcement of the Act appears in the Grenada Government Gazette, Volume 144, Number 9, published by authority on Friday, 20 February 2026, in St George’s. Copies of the Act are available at the Treasury, post offices, district revenue offices, and police stations throughout Grenada.
Grenada has now entered Phase I of its cannabis initiative, which decriminalises cannabis for personal and religious use while maintaining strict safeguards. Adults may possess up to 56 grams of cannabis and up to 15 grams of cannabis resin. Individuals may also cultivate up to four cannabis plants, provided they first register with the Cannabis Secretariat and the Ministry of Agriculture. The Cannabis Secretariat will soon release formal guidelines for household cultivation registration.
The legislation also recognises the sacramental use of cannabis by adherents of the Rastafarian faith.
At the same time, the law reinforces protections for communities, particularly young people and children. Cannabis use remains prohibited in public places and near schools. Additional safeguards for youth include provisions for education, counselling, and rehabilitation in cases of contravention. Officers of the Royal Grenada Police Force are authorised to issue fixed penalty notices of $300 for violations of this provision.
This reform represents a balanced and responsible approach that recognises religious rights, modernises existing laws, and creates new opportunities for the future.
The Cannabis Commission’s mandate remains to advise on the design of legislation and regulatory frameworks for the responsible development of Grenada’s cannabis industry and to provide Cabinet with comprehensive, evidence-based recommendations to guide decisions on the most appropriate social and industry model for the country.
