Ombudsman flags issues in Georgia’s Social Housing

Special report of the Public Ombudsman“Following report of monitoring of several social housing, shelters and similar institutions in Georgia” assesses the actual state of social housing and shelters in the country at the crossroads of national and international standards of human rights.

The report is based on monitoring carried out in 2025 and includes the evaluation of 18 social housing, similar institutions, and shelters in 12 municipalities. Institutions within the framework of the report are evaluated according to the following criteria: safety, utility, sanitary and hygienic conditions, climate protection, adequate living space, access to basic services, service management, and legal guarantees of beneficiaries.

The document emphasizes that there is still no unified legal and standardized framework for social housing and shelters in Georgia, which significantly hinders the effective realization of the right to appropriate housing.

As a result of monitoring, a number of serious challenges have been identified in the housing area. Including health and life-threatening buildings, serious violations of sanitary and hygiene standards, climate-vulnerable living environments, scarcity of living space, lack of service or management, and more.

In parallel with the mentioned challenges, the report presents positive examples where the conditions of social housing and shelters mainly comply with international standards of proper housing.

The report contains recommendations for central and local authorities. This report and recommendations will help the authorities in identifying problems in social housing, shelters, and similar institutions in Georgia, finding ways to solve them, and addressing the basic challenges related to the right to proper housing.
