Serua provincial council seeks fair share of natural resources

The ownership of natural resources and the benefits they bring to communities were among the issues raised by Serua Provincial Council Chairman Tevita Boseiwaqa during the public consultation on the proposed Constitution (Amendment) Bill 2026 in Navua.

Boseiwaqa raised the question of whether customary landowners and the State could jointly own natural resources, arguing that the constitutional framework should better recognise the interests of communities whose land holds valuable resources.

His submission raises a central concern for landowning communities and questioned how they can be assured of a fair share of the benefits when resources are developed.

The issue goes beyond ownership on paper, extending to the royalties and other benefits that communities may receive from the use of their land and resources.

Boseiwaqa also raised matters relating to customary fishing grounds, known as qoliqoli, and the return of land.

These issues are important to communities whose livelihoods, cultural practices and future opportunities are closely connected to their customary land and marine resources.

His submission calls for consideration of how constitutional provisions can recognise customary interests while addressing the relationship between landowners and the State in the management and ownership of natural resources.
