Minister of Foreign Affairs Margus Tsahkna (Eesti 200) told Postimees that they are in daily contact with the Ukrainians and understand the concerns in Ukraine regarding the winter. «This makes a very practical conference all the more necessary, not just the kind of format we’ve had so far where leaders come together and talk, but one with concrete decisions on what to supply in terms of energy and other areas.»
At the European Union level, a winter package is currently being put together in a fast-track procedure, which, in addition to military aid, includes generators and everything else possible to help Ukraine survive the winter. «Although winter always comes ‘at the right time,’ as they say, a lot of hard work is also being done here at the political level,» Tsahkna said, pointing out that a coalition of the willing will also soon gather in Berlin. «Everyone understands that this winter may be the worst of this war.»
According to Tiit Riisalo, head of the project team organizing the conference, the list of conference participants is compiled by first agreeing with the Ukrainians on the list of invited countries – there are nearly 100 of them. Through the Ministry of Foreign Affairs, but in the name of President Zelenskyy and the head of the organizing country (in our case, the Prime Minister), invitations are sent out to official delegations. Through them, there may be 500–1000 participants. Then there are over 3,000 people who are so-called general participants. A separate list is compiled for them, and invitees are determined by topic. The topics are fixed and have also been agreed upon with the Ukrainians. «The economic dimension is important, the defence industry dimension, the European Union accession dimension, the human dimension is important – from the integration of the wounded or injured to their internal relocation. In addition, there is a regional dimension,» Riisalo said.
