Madrid.- The Dominican Republic will participate in a pilot program for circular labor migration under the Global Skill Partnerships (GSP) model, an initiative promoted by the World Bank that connects skills training in countries of origin with job opportunities in destination countries.
The agreement was formalized during a meeting in Madrid between Dominican Ambassador Tony Raful and Spain’s Minister of Inclusion, Social Security and Migration, Elma Saiz Delgado. The program aims to address Spain’s labor shortages in key sectors like healthcare, construction, hospitality, and IT, while also promoting orderly migration and avoiding the loss of human capital in the Dominican Republic.
As part of the partnership, vocational training will be provided in the Dominican Republic, aligning workers’ skills with market demands in Spain. A technical exploratory meeting will be convened to adapt pilot projects to the Dominican context and to align with existing agreements on circular migration from 2021 and 2022. Permanent liaisons will be appointed to ensure continuity.
The two countries highlighted their strong bilateral ties, supported by over 20 active treaties and robust Spanish investment in Dominican tourism, banking, and infrastructure. They also acknowledged the significant role of the Dominican diaspora in Spain, now the second-largest abroad, with over 201,000 residents as of 2024.
