Trump administration’s post-war Gaza plan revealed

A plan for post-war Gaza is reportedly circulating within US President Donald Trump’s administration. According to a Washington Post article, the plan envisions a decade-long American administration of the war-torn Palestinian enclave. It also includes the temporary relocation of Gaza’s population and the rebuilding of the coastal strip into a tourist resort and industrial hub.

The newspaper reported that a 38-page memo, obtained by the Post, suggests that Gaza’s population of 2 million would be relocated either through “voluntary” departures to another country or to restricted-access zones within the enclave during the rebuilding process. Reuters has previously reported on a proposal to build large-scale camps, referred to as “humanitarian transit areas,” inside—and possibly outside—the Gaza Strip to house the Palestinian population.

Controversial Gaza Humanitarian Foundation and “Digital Voucher” System

The plan is backed by the controversial Gaza Humanitarian Foundation (GHF), a US and Israeli-supported organisation with undisclosed funding that began distributing aid in May. According to the Post, landowners would be offered a “digital voucher” in exchange for the redevelopment rights to their property. Furthermore, each Palestinian who leaves would be given $5,000 in cash and subsidies to cover four years of rent, along with a year’s supply of food.

The document is titled “Gaza Reconstitution, Economic Acceleration and Transformation Trust, or GREAT Trust,” and was developed by the GHF. Next to its title, the plan includes the slogan: “From a destroyed Iranian protectorate to a prosperous Abrahamic ally.”

In early August, the UN announced that more than 1,000 people have been killed while trying to receive aid in Gaza since the GHF began operating in May 2025. The majority of the victims were shot by Israeli forces operating near GHF facilities.

The White House and the State Department did not immediately respond to a request for comment, but the plan for rebuilding Gaza appears to align with previous statements made by Trump. On February 4, the US president first publicly stated that the US should “take over” the flattened and starving Gaza Strip and rebuild it into a “Middle Eastern Riviera” after relocating the Palestinian population elsewhere.

This statement of intent by Trump has angered many Palestinians and humanitarian organisations regarding the potential forced relocation from Gaza. Israeli forces bombarded the suburbs of Gaza City from the air and ground overnight from Saturday to Sunday, destroying homes and displacing more families from the area, as Prime Minister Benjamin Netanyahu’s security cabinet convenes today to discuss a plan to seize the city.
