This report analyzes recurring and new recommendations from the Universal Periodic Review (UPR) and how Belarus’s response to international recommendations has changed between the third (2020) and fourth (2025) cycles.
It identifies which issues have remained on the agenda across multiple cycles, which topics were raised for the first time in 2025, and the pattern behind which recommendations the authorities accept and which they reject.
The report may be useful for states preparing recommendations for Belarus ahead of the next UPR cycle, for human rights organizations working on alternative reports and advocacy, and for journalists and researchers.
The report is currently available in Russian only. An English version is planned in the near future.
