KOROR, Palau (Nov. 4, 2026) – Palau is helping lead a regional climate adaptation program that includes $47.8 million in planned projects to improve the country’s water infrastructure and support affordable, climate-resilient housing and urban development.

Xavier Erbai Matsutaro of Palau co-chairs the Regional Programmatic Approach on Climate Action alongside Wayne King of the Cook Islands. The Green Climate Fund approved the program on October 28, 2026, to strengthen climate resilience across 14 Pacific island countries.

For Palauan communities, the program includes a $15.8 million project to improve Palau Public Utilities Corporation water infrastructure and a $32 million project for affordable and resilient urban development, with housing as a key component.

These investments form part of a wider regional effort to protect essential services and infrastructure from climate impacts.

The program has a total value of approximately $1.1 billion, combining $250 million in Green Climate Fund grants with about $809 million in Asian Development Bank (ADB) co-financing. ADB will implement the program.

It targets risks including sea-level rise, tropical cyclones, flooding and drought, which threaten water supplies, homes and infrastructure in coastal and low-lying communities. Across the Pacific, the program is expected to strengthen climate resilience for about 3.7 million people.

The work will follow two tracks: strengthening national systems to plan and finance climate adaptation, and preparing and implementing up to 21 infrastructure projects. Those projects will cover coastal protection, flood management, water security, transport, energy and health.

Support for national systems will include improving public financial management, climate-risk analysis and investment planning. A regional financing mechanism will also help micro, small and medium-sized businesses invest in climate resilience.

The ADB implementation represents the first phase of the program. Two other regional Green Climate Fund (GCF) accredited entities, The Pacific Community (SPC) and The Secretariat of the Pacific Regional Environment Programme (SPREP) are co-partners with two additional components to support waste management and health.
