Haiti’s national police graduate 1,189 new officers

Overview:

The Haitian National Police added 1,189 officers to its ranks on Oct. 30. The cohort, the 37th graduating class of the National Police Academy, includes 947 men and 242 women. It is part of the U.S.-funded P-4000 program, which aims to recruit, train and equip more than 4,000 officers by spring 2027 as Haiti works to combat gang violence and restore security.

The Haitian National Police (PNH) has graduated 1,189 new officers, adding to efforts to strengthen the force as Haiti confronts widespread gang violence.

This cohort, named “Dessalines” and the 37th graduating class of the PNH, includes 947 men and 242 women. The graduation ceremony took place on Oct. 30 at the National Police Academy (ENP) on Route des Frères near Pétion-Ville and marked the third cohort of the P-4000  recruitment program.

“This is the third cohort of the P-4000 program,” said André Jonas Vladimir Paraison, PNH director general. “These young men and women have chosen to join the fight against gangs to help restore peace and order across the national territory.”

Prime Minister Alix Didier Fils-Aimé attended the ceremony and urged the graduates to serve with honor, discipline, courage and integrity. He emphasized their responsibility to protect the public and help restore state authority across Haiti.

In a Facebook post, the U.S. Embassy in Haiti congratulated the graduates, saying the class brings the number of officers trained and deployed through the U.S.-funded P-4000 program to more than 3,200— nearing its goal.

Funded with more than $25 million from the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs, the program aims to recruit, train and equip more than 4,000 officers by spring 2027.

“The United States remains steadfast in supporting Haitian-led security institutions as they build long-term self-reliance and protect Haitian families,” the Embassy wrote.

Canada and the United Nations Integrated Office (BINUH) in Haiti also support the law enforcement training program.

According to the authorities, the new officers will be deployed to communities to dismantle gang networks, secure critical infrastructure and protect major transportation routes. They are expected to work alongside specialized police units, the Haitian Armed Forces and the U.N.-authorized Gang Suppression Force (GSF).
