MISTI consults stakeholders on amendments to plant breeders’ rights law

The Ministry of Industry, Science, Technology & Innovation (MISTI) yesterday held a consultation workshop on proposed amendments to the Law on Seed Management and Plant Breeders’ Rights, aimed at strengthening intellectual property protection for new plant varieties and aligning Cambodia’s legal framework with international standards.

The workshop, chaired by MISTI Secretary of State Phork Sovanrith, brought together representatives from relevant ministries and institutions, intellectual property associations, technical experts, IP agents, and private sector stakeholders.

In his opening remarks, Sovanrith highlighted the importance of a clear and effective legal framework in protecting intellectual property rights and encouraging research, innovation and investment in the development of new plant varieties.

“A clear, appropriate legal framework aligned with international standards will not only strengthen law enforcement but also help promote research, the development of new plant varieties and investment,” he said.

As Cambodia’s designated focal ministry for the International Union for the Protection of New Varieties of Plants, MISTI is working with relevant institutions to strengthen the national legal framework for plant variety protection in line with international standards. The UPOV system promotes innovation by providing intellectual property protection for breeders of new plant varieties.

The workshop also gathered stakeholder input for an impact assessment examining the potential benefits, costs and implications of the proposed amendments. The findings will inform the drafting process to ensure that the legal framework is practical, balanced and responsive to Cambodia’s needs. AKP
